Dear Friends,
With summer upon us, I hope you and your loved ones are enjoying the warmer weather and longer days.
It is good to be home in the 36th Senate District during July, giving me more time to meet with constituents in Orange and San Diego counties. As my staff and I prepare for the last few hectic weeks of the 2015-16 legislative session in August, listening to the comments of neighbors like you will help me to better represent our district at the State Capitol.
This edition of my newsletter is packed with helpful information for the summer, such as water safety, wildfire prevention and an update on the Zika and West Nile Viruses. By taking the necessary precautions, we can help ensure a safe summer for all.

Legislative Update
California State Senate Chambers
Governor Brown recently signed two of my bills into law:
- SB 1315 provides flexibility and accountability for counties to approve a budget in a timelier manner. Orange County and the California State Association of Counties supported the bill.
- SB 1360 requires cities that provide law enforcement services to other cities to charge the actual cost of all services rendered. This measure ensures that taxpayer dollars are only spent on services actually received.
Four other bills that I have authored or co-authored are also making their way through the legislative process:
- SB 1137 would make “ransomware” the criminal equivalent of extortion. I am pleased to be a co-author of this bill with Senator Bob Hertzberg (D-Van Nuys). Status: The Assembly Privacy and Consumer Protection Committee passed the bill on June 28 and it is pending in the Assembly Appropriations Committee.
- SB 1458 would expand a property tax exemption for “100 percent” disabled veterans and their spouses. The Assembly Revenue and Taxation Committee passed the bill on June 20 and it is pending in the Assembly Appropriations Committee.
- SB 1323 would combat the illegal distribution of fentanyl, which drug cartels use as a cheap substitute for heroin. Status: The Assembly Public Safety Committee passed the bill on June 21 and it is pending in the Assembly Appropriations Committee.
Addressing Homelessness
Last month, I voted for the “No Place Like Home” legislation to provide $2 billion for the housing and treatment of mentally ill Californians. The plan - signed by Governor Brown - now includes new funding negotiated by Republicans to help homeless youth and veterans, along with new accountability measures to ensure funds are spent properly.
The funds will come from Proposition 63, which was passed by voters in 2004 to provide treatment for those with mental illnesses. The plan includes $10 million in funds for transitional housing, shelters and treatment centers for homeless, mentally ill veterans. California is home to the nation’s largest homeless veteran population, many who suffer from mental illness.
Additionally, the plan secures $10 million in funding to provide food, shelter and counseling for California’s homeless youth.
While this plan will not end homelessness in California, it will help more people get back on their feet and improve the quality of life in our communities.

With the rainy season behind us, the danger of wildfires throughout California increases substantially this time of year.
CAL FIRE has put together materials to help educate Californians on how we can all do our part to minimize the dangers of wildfire. Its website, www.readyforwildfire.org has videos and information on how to safely burn landscape debris, the right way to use equipment to avoid starting wildfires, tips on campfire safety, and more. It also has information on how to prepare your home and family in case a wildfire starts in your area.

Zika and West Nile Viruses
Mosquitoes are not only annoying, but they can spread dangerous viruses. You have likely seen news reports highlighting the dangers of the Zika and West Nile viruses. If you are concerned and want to learn more about these viruses, see below for informative links.
Zika Virus
The California Department of Public Health (CDPH) has a Zika webpage. A fact sheet is included on the page with questions and answers, such as “How do people get
Zika?”
The CDPH Zika page also includes a link to the California counties where the types of mosquitoes capable of transmitting the Zika virus have been detected, and also notes, “To date there has been no local mosquito-borne transmission of Zika virus in California.”
The Centers for Disease Control and Prevention (CDC) also has a Zika webpage. Included on their page is a link to information for pregnant women.
West Nile Virus
The State of California has a website with information about the West Nile virus, including a map displaying the California counties with “West Nile Virus Activity.”
The CDC also has a West Nile virus webpage, which includes a Frequently Asked Questions section with answers.
Water Safety
California’s coast, lakes and rivers are the perfect destination for swimming, fishing and boating. While most of us have a healthy respect for the water, do not forget about the power of Mother Nature when you are enjoying California’s waterways.
To reduce the risks associated with swimming, fishing or boating, the California Department of Water Resources has put together water safety tips for enjoying California’s many waterways.
The California Division of Boating and Waterways’ Wear It California! public awareness campaign also has information about life jacket use for general boating, angling and paddling, as well as tips for finding the best fitting life jacket for children and pets.
Water safety is everyone’s responsibility, so let us all do our part.
Veterans Crisis Line
Did you know that an average of 22 veterans die by suicide every day? This tragic statistic is simply unacceptable.
No matter what problem a veteran is dealing with, the National Veterans Crisis Line is here to help them. Call 1-800-273-8255 and Press 1. The line is available 24 hours a day, 7 days a week, 365 days a year and is staffed by trained counselors. You can also learn more about the crisis line by visiting www.veteranscrisisline.net.
Nonprofit of the Year
On June 22, I honored North County Lifeline - which has offices in Oceanside and Vista - as the 2016 Nonprofit of the Year for the 36th Senate District. This recognition was part of a larger celebration of “California Nonprofits Day” at the State Capitol. The San Diego Union-Tribune has more about the award here.
North County Lifeline’s history goes back to the spring of 1970, where a citizen’s committee formed in North San Diego County to address drug issues among local youth. Over the next 46 years, the nonprofit grew to help countless individuals with services including youth development, housing, behavioral health, child abuse prevention and legal mediation.
Executive Director Don Stump visited the Capitol to accept a Senate Resolution on behalf of the nonprofit. Congratulations to the staff, volunteers and friends of North County Lifeline!
Community Spotlight: Mission Viejo
Located in South Orange County, the City of Mission Viejo is home to more than 97,000 people. It is considered one of the largest master-planned communities ever built under a single project in the United States.
The land upon which Mission Viejo is developed was part of the 52,000-acre Rancho Mission Viejo. The chain of title for the land on which the city sits dates back to July 27, 1769, when a Spaniard named Gaspar de Portola led an expeditionary force from Mexico across southern California.
Today, Mission Viejo is a thriving community with safe neighborhoods and a vibrant culture. The city is home to Saddleback Community College, Mission Hospital (which houses South Orange County’s trauma center), and many other services for residents in the region.

In Memoriam: Marian Bergeson

On July 6, Marian Bergeson, the first woman to have served in both the State Assembly and Senate, passed away at the age of 90.
Marian was a trailblazing political icon who exemplified the very best in public service. She was a strong champion of education and transportation and worked well with others - including those who disagreed with her. Her warm personality won her the admiration of many.
I am blessed to have known Marian as a friend, as she was instrumental in helping me and many other women in running for public office. One of my happiest memories was Marian swearing me in as an Orange County Supervisor in 2007 (pictured below). My thoughts and prayers are with her family.

36th District Highlights
In addition to my many meetings, briefings, and other Senate activities, I also:
- Met His Holiness The 14th Dalai Lama of Tibet after an address to the State Legislature. The Dalai Lama visited the State Capitol at the invitation of Senator Janet Nguyen.
- Helped present Senate Bill 985 with Senator Tom Berryhill (2nd right) to make it simpler for employers and employees to adopt “alternative workweeks,” such as four 10-hour days. While a Senate committee didn’t approve our bill this year, we will continue to champion the idea.
- And much more!

- Commemorated the grand re-opening of Carlsbad’s Dove Library. Matthew Phy from my Encinitas office presented a certificate to Carlsbad Library and Cultural Arts Director Heather Pizutto.
- Helped break ground for a new Children’s Paradise preschool in Oceanside. Matthew Phy (in green helmet) delivered remarks.
- Celebrated the opening of Filomena’s Italian Kitchen in Laguna Niguel. Rhonda Reardon (right) and Ashley Bonetto (2nd right) from my Laguna Hills office presented a certificate to the owners.
- Attended the opening of Fresh Brothers pizza restaurant in Laguna Niguel.
- Recognized the achievements of the eighth grade graduates of Capistrano Valley Christian Schools. Rhonda Reardon presented certificates to (from left to right) Makaela Curammeng, Salutatorian; Stefan Purgason, Salutatorian; and Joshua Sears, Valedictorian.
- Attended the “2016 Education in Review & Outlook” event hosted by the Capistrano Unified School District Foundation and South Orange County Economic Coalition.
- Attended the opening of the Veterans Business Outreach Center at MiraCosta College’s facility in Carlsbad.
- Participated in a Building Industry Association meeting in Irvine on the future of Orange County Development.
